Flash non-animated mode

Hello! 

I'm trying to make a product simulation screen reader accessible. In the Captivate 9 Voluntary Product Accessibility Template, it says:

"Adobe Captivate 9 provides a method to display animation in a non-animated mode for Flash presentations."  

Does anyone know where to find the setting for non-animated mode?

In references below, I found the following:

"Authors can choose to not use animation and can require the user use a keystroke or click the mouse in order to continue to the next slide."

This implies not that there is a setting or checkbox to convert animations to a non-animated mode, but that you can author your materials without visual animation so that a click or a keystroke with continue the project.
