Flash video streaming in captivate...NOT

I'm trying to set up a Flash Video Streaming Service Video type in Captivate.  The URL I have is working if I type it in to a internet explorer window.  The server is managed at LimeLight.  I'm trying to get info from them about what version they are using.  When I publish my captivate program.  Nothing shows up.  I've tried changing all types of settings.  Adding a skin, removing a skin.  (It is packaged with controls in Limelight)  I've synced it with my program and not synced it.  Nothing. 

Any suggestions?

Dont know if you all can get to this as it's internal but this is the streaming file.

Just found out we ARE running Windows 2003 web server.  Is there any solution to this limitation yet?

OK question.  If the streaming video works without being called in captivate should it work IN captivate?
