Get a Webcam busy Error which cannot be removed

I made a couple of videos using Presenter 11 and then I received an error which said the webcam is busy with another application.  I knew this was not true but began looking for the problem for several hours.  I uninstalled the Webcam software, rebooted several times, updated drivers and left the laptop off for several hours and the error still shows up when I boot up Presenter 11.

I have opened other software which uses the webcam and it works fine but the error appears when I return to Presenter 11.

Any ideas?
