How do I turn on inactive letters within Captivate 8 glossary widget?

This is frustrating. Say I have an Inactive Z. I click the Z, I select the + button and type in Z for the label. But it gives me two inactive letters Z that I can't do anything with.

Is this an XLM issue?

Add some words that belong to those letters and they should then become active.

    I tried that. It only adds to upper case versions of the letter B.
