Grayed out Rollover options under the Objects tab Captivate 9

I am sure it is something simple that I have missed, but under the object tab all "Rollover" options are grayed out. I still have the highlight, mouse, and zoom options. What am I missing?

I suspect you are creating a responsive project? Rollover is not supported for HTML output, and responsive projects only can be published to HTML.
