Help with remediation in quiz

I am inserting some quiz questions in Adobe Captivate 6.0.  I want the viewer to go back to the content slide when they miss the question.  So far everything works except that on some content slides when you work through the program the first time, the slide doesn't advance when you click on Next.  I thought "Continue" was the default action and you were supposed to choose "Return to Quiz" so that after they read the content page, they would click "Next" and it would return them to the quiz.  But When I choose "Return to Quiz" as the option, in the action panel, nothing happens when you are going through the program for the first time.  The only time it works is when the question is next to the content page.  Then it works fine.  But when I move the questions to the end of the presentation, it quits working. What am I doing wrong?
