Highlight Boxes From Captivate 12 are now transparent in Captivate 13 (Even with 100% Opacity)

In previous Projects I would at times utilize a Highlight box within a simulation slide to block out content for the slide. Other times I would use a highlight box to include a picture to refer to. With Adobe Captivate 13 all of these things are now slightly transparent. Even when I I change the opacity to 0 and back to 100%. When I do this the simulation slide shows it is now back to the way it was in Adobe Captivate 12 but when I preview or publish it resets the highlight box back to slightly transparent. Does anyone know of a fix that doesn't involve swapping the highlight box for an instruction box?
