Hotspot problem in Captivate 9

I have a hotspot question in a cptx, publishing to HTML5.

All 4 hotspots are correct, as displayed below. If only 3 or less are checked, the answer should be wrong.

The trouble is this:
When a learner changes their mind and clicks a second time to remove one of the hotspot click indicators it goes away as intended, but when they click Check Answer, it still says the answer is correct, even though they have removed one of the 4 check marks.

So, basically Captivate is behaving as though any click on a hotspot, even if you click on it again and the symbol is gone comma registers as a positive for the click, even though it looks to the user like they have deselected a hotspot that they mistakenly clicked on at first

Is there a way to fix this? Otherwise, this exercise will not work for my company.

Any help is appreciated. I do not think that my image is going to display in this thread, but I've described it well enough verbally for you to get the gist

    What happens if you use the Clear button to remove existing marks before changing them?

    That works fine, but I'm still expecting human nature to take over for some learners. 

    If you click something you've already marked and the mark disappears, you would think that it is no longer marked.

    I'm fairly certain this is just a bug.
