How can I export from captivate 2017 to an exe-file ?

In my captivate 2017 there is no possibility to choose Export as an exe-File

    An EXE-file is Flash-based. You can still export to exe, but only normal (blank) projects. If you are working on a responsive projects, you can only export to HTML5 because Flash Player is banned from mobile devices. Same is the case for export to interactive pdf which is also Flash-based.

    I have a web-Applikation, where you can choose what you want to learn. And than the webapplikation should start the right captivate-programm for interactive learning. I think this will not work without exe-Files ? Or is this not right ? do you know this ?

    Now I have tried to Export in html. In the prewiew it is working good, but if I am exporting the file to html, there is no Content. Can anyone help ?
