How can I layer content within a fluid box?

I'm trying to layer content on a slide, within a fluid box, so that when the slide plays I can have an image slide in and out, and then another image can slide in. I can make two image do this my adjusting when they show on the timeline but within a fluid box they won't layer on top of each other so that each box can take up the entire space of the fluid box. I want this because the two image won't be shown at the same time. Is this possible? 

Also, and it may be related, I can't re-arrange layers via the timeline in a responsive project. This is a project I created from scratch using only Captivate 2017. Is this normal behavior?

    It is impossible to have overlapping objects in a normal fluid box. If you need that you have to turn it into a Static Fluid box with all its consequences.
