How can I publish a quiz as an offline interactive tool?

Hi, I'm wondering if it's possible to publish a quiz as an offline tool? I want my team members to be able to use it on their iPads as a training tool. Is this possible and if so, how is it done? Many thanks.

    Since Flash player is banned from mobile devices, you cannot use output to exe or to interactive pdf anymore.

    You can publish as an app using Phonegap.

    But you need an Apple developer certificate to publish an App which is £79...

    Of course, that is the privilege of Apple. With Android, you can publish without a certificate, and let the users download the app from somewhere (used that work flow already). Moreover Apple requires that you use a Mac to publish to iTunes. Talking about ....democracy or dictatorship. It is one of the reasons I am on Windows, and prefer Android when possible.
