How do I create new smart shapes?

I notice that a Smart Shape has a png and an XML definition file.  I'd like to be able to create additional smart shapes.  How do I go about this? I do not want to just morph an existing smart shape within Captivate, but use a more complex vector drawing.  Is there a tool that will output the XML in the proper format for Captivate?

(I found a vendor had a couple new free star shapes that I could add to my C:\Program Files\Adobe\Adobe Captivate 9 x64\Gallery\AutoShape folder, so I know it's possible to do.)

I hope we'll be able in the future to use SVG's as shapes, which is not yet the case. That will make everything much easier.
