How do I embed a pdf into Captivate 8?

I am trying to embed a pdf file in Captivate 8. I have placed the pdf in the published folder and updated the imsmanifest as well. Still does not work. What am I missing?

    How are you wanting people to view the PDF? Do you want them to see it on a slide so they can scroll around it as if it were embedded or just open into a browser tab or directly into Acrobat like you would on a web page?

    You can use a web object to view it.
