How do I publish a SCO without an SWF

I am trying to publish a SCORM 1.2 file without getting a SWF. In old versions of Captivate this was easy. You published to your computer and then chose HTML only. Where the heck has this option gone in 2017?

( I don't want an SWF as my tablets don't read them anymore ) - sans swf.

I have had to delete the swf and completely rebuild the imsmanifest.xml surely this option was something "ADOBE" thought about.

Any help really appreciated.

    Publish to HTML5.  The publish dialog is a little unintuitive in that there are buttons for SWF and for HTML5, but in order to turn ON the publishing for either one you have to make the button look like it is greyed out.  (The original idea of these buttons is that they are supposed to act like "push buttons" where the button had to be pushed IN for it to be ON, but this type if UI design nowadays often confuses people because if the button looks less prominent than the one beside it, that makes people think the button is OFF rather than ON.)

    So make the SWF button look like it is sitting out and the HTML5 button look like it was pressed IN and that will give you ONLY HTML5.

    One day I hope Adobe's UI designer finds a better way to represent these options.  The current design isn't good usability.

    But I', not even seeing the buttons when I publish

    All I get after publish to devices is this screen

    it still publishes a swf in the SCO

    You're creating a responsive project.  SWF is not going to be an option for this type of project anyway, so there's no button for it.
