I cannot find a way to scale a test responsive project to fill my browser window. I've attached a screen shot. I downloaded the Cloud Air Soft Skills sample and it would not scale to fit the browser window either. 
Any suggestions? What am I missing here? There are fluid boxes on slide 2. My monitor is set for 1920 x 1080.

Rescalability in a responsive project is a bit contradictory to the design of a responsive project. The highest resolution you'll be able to see full screen is the one you used when designing. Since it is a CP2017 porject you are able to increase the resolution. Were you developing with Fluid Boxes or with Breakpoint Views? If you use Fluid Boxes, use Modify, Rescale project to increase the resolution to 1920x1080.
Just a comment: a responsive project means you want to have that content displayed on mobile devices. If that is not the case, maybe you'd better choose for a normal, rescalable project. You'll find my viewpoint in this blog post:
