How do you turn off Product Improvement Program during silent install?

I used Creative Cloud Packager to create an install for Captive 9 but it has the Product Improvement Program turned on by default and the first time you open Captivate it says thanks for participating and asks if you want to continue to participate.  In our environment we're not allowed to push out software with that turned on or allow users to participate in the program.  So how do you disable it?  The setting is here:  HKEY_CURRENT_USER\Software\Adobe\CommonFiles\Usage\Adobe Captivate\OptIn=1 but that key doesn't get created until the user opens the application for the first time.

    Here is the Adobe info page on the Product Improvement Program, which looks like it applies to programs up to CC 2014. Adobe - Adobe Product Improvement Program (Prerelease) FAQ.

    For the current (2017) CC subscriptions, you can toggle a permission checkbox under your Account Management > Privacy setting.
