How to overlay an object(shape) on specific widget?

I have used widget of zooming image. And i want few object on the widget. I place the object on to by (arrange - front) but still it look on back of widget.

Can you have a look at the answer by Mohana (staff) in this thread:

Web objects, animations, learning interactions are by default on top of the stack. To change that, you have to tweak the AdobeCaptivate.ini file as explained in that answer. However: want to warn you that some learning interactions will not be functional when they are covered by other objects.

Exactly! change in adobecaptivate.inin file my interaction was not functioning.

Maybe, instead of the Zooming Image, you can use the Scale effect? It is not totally the same functionality of course.
