How to publish captivate 9 to Android(APK)?

After I published captivate to device app through phonegap, I got message in phonegab webstie

"No application packages have been built at this time.

This may mean that they are in the process of building, or that the developer has not issued a build yet. Please check back again later."

What should I do?
