Go to Audio > Edit > Background.

Highlight your entire background music, then click on "Adjust Volume":

Then adjust your volume accordingly on the slider bar on the left:

I never had great luck with "Normalize" or "Dynamics". I found that if I just had some soft music in the background as an overall accent to the tutorial was best.

Actually,  I would suggest you look into the research that's been done by Ruth Cole Clark about the advantages and disadvantages of having background music playing behind voiceover in an elearning lesson.  You can look her books up on Amazon if you want.  Highly recommended reading for any e-learning author.

I have a slight hearing problem and I can tell you that almost any level of background music makes the voiceover VERY difficult to hear.

I don't really see any benefit of having background music playing during a lesson.  I have a short 8 second intro audio clip that I also reuse as the outro clip at the end.  That's all.

    ^^What Rod said.

We did away with background music in our e-learning material as it is a huge distraction and makes it very difficult to focus.

I think I'll eventually put it on the intro and end as well.
