How to "unfreeze" a PDF document

I received a pdf document with comments in the right margin of the page. I've tried to insert and add/change text. However, it overwrites the already existing text which also won't scroll down upon me hitting "enter." It's as though the text is frozen.

How can I insert my corrections and "unfreeze" the document to make room for what I've written?
