HTML and PNGs

I have used small jpg graphics in my Captivate 9 course, however, no matter what my Project graphics size and quality settings are, when I publish to HTML5, the output is 2-3 times as large as the Captivate file, whereas, when I publish to Flash, it is 1/3 - 1/2 the size of the Captivate file.  It appears that when you publish to HTML5, it converts all the graphics to large size .png files.   Is there a remedy for this?
