HTML5 Content is Blank when accessing on server and Preview in Browser

I'm puzzled as to why my Captivate file works when I test in on publishing, when I click the index file on my local computer, but not when I previw the file on my computer or when accessing the file on my browser. On my browser, I get a hand with viewing options, but I don't get that when opening the file from the output folder on my computer. This is, to say the least, frustrating.
