Question

I have a cptx file that I did not author and each object on every slide is locked, how do I unlock the objects?

Can someone help me figure out how to remove the locks?

    Thanks in advance! 

    The answer is the lock is in the play head and I was being a dodo head for a split second.

    What do you mean? You showed the locks on the stage, but I answered that you have to click on the lock symbol in the Timeline. Is that not working? For the size/position lock you can also use the Properties panel, Options tab, Transform section.

    Just click on them in the timeline, maybe twice because there are 3 states: unlocked (no blue symbol), totally locked (as in your screenshot) and locked size and position like this:
