In Captivate 9, .flv and .mp4 embedded videos won't play through LMS, but do play in .htm or .swf file. Any ideas why?

I have a couple short Captivate projects with embedded videos. One .flv, one .mp4.  When I publish the files the videos play through either the .htm or the .swf files. Then, when I put the files in our LMS, the videos don't play.

Here's what it looks like, with the video playing, and without the video playing:

Have you confirmed with your LMS server administrator that the mime-type for your video files are set up to be served?

We are trying to isolate the variables, as this worked a year ago, and isn't working now. We switched to IE 11 from IE10, which seems to be the main culprit. No changes to the LMS in the last year. We updated and republished the files in Captivate 9 from 8. Our LMS doesn't work in Chrome, but the media plays fine in Chrome.
