Is Captivate fully-functional if Flash is not installed on the computer at all?

Flash is on its way out the door in many organizations due to security and performance issues. I know Captivate will output HTML5-based content, but will the application itself function in its entirety if there are no traces of Flash installed on the developer's machine?  I know the Articulate tools still rely on Flash on the application side, which could pose a serious problem down the road if/when Flash becomes banned from the organization's systems.  What about Captivate?

    When installed, Captivate installs any components it needs to run itself.  Some of these are indeed Flash-based.

    However, I think most organisations that 'ban' Flash are likely to be more focused on the Flash Player and any Flash-based browser plugins.  It doubt that they will go trawling through the Program Files directory deleting anything there.

    There will be no issues with responsive projects, because all Preview techniques use always HTML.

    For a Blank project several Preview techniques do use a temporary created SWF to show that preview (CTRL-Enter preview is one of them). I never did develop on a machine without FP, so I'm not sure how it will work. However the Preview HTML in Browser (F11) will always be functional.
