Is it possible to Link Question Runtime

Your question isn't exactly clear.

When you are editing inside Captivate, you create Question Pools. I'm guessing you already know this.

When you are editing and decide to add a Random Question, you choose at that time which of the Question Pools you want that random question drawn from.

Perhaps you have two Question Pools and you insert four Random Question slides. The first two Random Questions are linked to Pool 1 and the second two Random Questions are linked to Pool Two.

After you publish and view the published result (I'm assuming this is what you mean by "Runtime") Captivate should be dealing with three different SWF files. One is the Captivate movie. The other two would be Question Pools. So indeed, while viewing the output files you would be linking from the main Captivate movie and the two different Question Pools.
