Is it possible to make a 'fixed' element that stays at the 0pt of the Device Height, not the Slide Height?

The fixed element is a toggle and needs to remain in view at all times on any device when the user scrolls. I have placed the element in the Master, the master's Device Height/Slide Height is constrained and I set the element's 'bottom' position to 0px. No Smart Positioning active. But on publish the element is pushed to the bottom of the Slide Height. Is there a way to have fixed elements in a responsive layout?
