Is it possible to publish a Captivate 2019 file to a VIDEO format with interactivity on buttons?

Hi

I have created some buttons for an inteactive menu in my simulation file and was looking for a way to make them interactive once published into a video format for my client, but it doesn't seem possible, only publishing to HTML5 seems to be a possibility, am I correct?

    Yes, that is correct. Video is by definition passive. Even the interactive video feature in Captivate needs output to HTML5.
