Is there a setting in Captivate 2019 that causes it to call a specific browser?
One of my coworkers had a project that is defaulting to open in Firefox. They say they haven't done anything on their computer to cause this.

There is not such a feature. It will open in the browser which is set as default browser. Ask your coworker to check that.
