Issues with custom navigation buttons

I'm using Captivate 9 and have smart shape buttons for navigation (home/menu, glossary, resources, help, back, and next) that I want to appear on every slide. Since I couldn't put them on the master slide and still have the rollover state appear, I put them on the first slide and set them to show through the entire project. My problem comes with the "always on top" setting. If I don't click it, my buttons go behind the master slide objects. If I do click it, then the buttons show on top of the popups I have on some screens using lightboxes (I have a 70% opaque black box over the entire slide, with another shape on top with my popup text in it, and a close button). Is there any way to have the smart shape navigation buttons appear on top of the master slide objects but behind the popup/lightbox?

I'm new to Captivate, so there are still many features I don't understand. Thanks in advance!

I don't think that is possible unless you were to use JavaScript to change the zIndexes of the elements.

You can NOT use Master Slide objects and that would work since you can then use the stack order on each slide.

Thanks for the response. I tried moving my master slide objects (which basically serve as a background for the buttons) onto the slides themselves, but that didn't work either. Unless I set those buttons to stay on top, they go behind the slide images too. I'm sure it would work if I copied the navigation buttons onto each slide instead of just having them on the first slide and set to show for the whole project. That seems so clunky... is there not a better way? With all the copying and pasting, it seems like the file size is going to be huge by the time I'm done.

Why don't you also put the popup/lightbox objects on the first slide also, set them to be ON TOP like the other navigation buttons, but make sure the popup/lightbox object layers sit above the navigation buttons.  Hide the popup/lightbox layers by setting Visible in Output to OFF, and then use Advanced Actions to show them when necessary.
