javaScript testing environment: Brackets editor with Cp's standard.js file

Anybody else using Jim Leichliter's (CaptivateDev) javaScript and Captivate 8 course?  I'm having a problem setting up his test environment. When I try to do it the way he does for SWF output, I get an error message trying to open the standard.js file which says Brackets only supports UTF-8 files.  Seems to be a known problem on Trello.com.  Anyone have any experience with this?

His method uses a local host for testing.  The file is in the working folder is in C: inetpub/wwwroot/working/standard.js

Note: So far, everything else that he presents seems to work well.
