Keyboard shortcuts not included?

Question

In a Captivate 4 project, I wanted to include a shortcut for Ctrl+' (single quote), but it doesn't seem to be in the list.

I created a click box, then went to Select Keys, chose Ctrl, and looked in the list, but couldn't find the single quote. Am I missing something?
