Line Spacing and Kerning feature no longer working

Hello,

Several years ago I learned about this hidden feature in Adobe Captivate, but as of today it stopped working. The feature I am referring to is (Ctrl + Alt + Up arrow/Down arrow) to control spacing, and (Ctrl + Alt + Left arrow/Right arrow) to control kerning. I'm using the most recent version of Captivate 2019.

Anyhow, the problem isn't with Captivate. When I remote into my work machine with my desktop it works fine, but when I remote into the same work machine using my laptop it doesn't work. I just started using the laptop today, and that is when the issue started. I'm using Windows 10 and like I said the most recent version of Captivate.

I'm guessing Windows 10 or the Dell laptop has some default setting that isn't recognizing these shortcut key combinations. I know several people who have had this problem. Has anybody found a solution?
