Local CPTX file will on open in Captivate 2019 if I'm on Company's VPN

Hi,

I just upgraded to Window 10 and Captivate 2019 (11.5.5). When I try to open a local Cap 9 file, it will not open if I'm on our VPN. As soon as I disconnect, it will open. Why would the VPN matter if I'm trying to open a file that's on my machine? Any ideas?
