Menu for EXE file

No matter what I do I can not get the menu created via the Skin Tab to open a new project. I can easily do this by adding a button on a slide, but not by using the menu choice. Instead of opening the selected project it tries to open an URL and the hangs. I'm publishing to a standalone file.
Any help?

    In addition, during runtime, when I try to open any of the menu items I get the following error message:

    Mod Name: KERNELL32.dll
