Missing Learners from a Course

I have a course, and some of the Learners failed a few of the modules, This normally no big deal, i just Reset the modules for the user. However, this Course shows 19 Enrolled users, but the list of learners only shows about 9, (& in Self enrolled) and 2 in individuals.

The Person shows that she is indeed enrolled on her screen

The Course shows enrolled users that i cannot remove.

i am signed in as an Admin.

How do i restore the list of enrolled learners, with forcing everyone to redo the whole course or having to republish the course.
