Module get's stuck when loading images

My client is a faculty of a university. They use Captivate to create e-modules for part of the training.
While going through a module, this sometimes seems to go completely well, but sometimes it doesn't. Certain images are not loaded correctly (see screenshot).

Does anyone haven an idea of what is happening here and have solution?

PS. I tested the modules locally and on an other web server, same results.

Those are PNGs, correct? Does the webserver support JSON?

Yes, the webserver does support JSON

It's downloading the JSON files, but is it executing them to recreate those PNGs?

That's why I was asking about whether the images appear correctly when you Preview as HTML in Captivate.  That localhost server definitely does execute JSON files.

Do all the images show when you use Preview as HTML in Captivate?  (Not launching the index.html locally but previewing in the temporary Localhost server Captivate creates for the preview.)

Yes, in HTML preview they do.
