Multi SCO Packager

Hello,
I am experiencing a reproducible crash with Adobe Multi SCO Packager Classic included with Adobe Captivate Classic 11.8.4.21 on Windows 11.

Environment:
Windows 11
Adobe Captivate Classic 11.8.4.21
Multi SCO Packager version 11.8.4.21
Behavior:
MultiSCOPackager.exe opens briefly and closes after a few seconds.
No UI interaction is possible before the crash.
The issue persists even in Windows Safe Mode.
The same exact application and files work correctly on Windows 10.
Event Viewer details:
Faulting application: MultiSCOPackager.exe
Faulting module: multiscoUI.dll
Exception code: 0xc0000005
I already tested:
Reinstallation
Visual C++ Redistributables
NVIDIA GPU disabled
Safe Mode
Background services disabled

Request:
Is Adobe Multi SCO Packager Classic officially compatible with Windows 11?
Is this a known issue with multiscoUI.dll?
Is there any hotfix, workaround, patch, compatibility recommendation, or updated build available?
