Multi-SCO packaging woes in Captivate 8

I’m trying to create MultiSCO package containing 3 SCOs all
published to the SCORM 1.2 standard.  It all seems to work fine, but when
I publish to my LMS, I can only get through the first SCO (7 slides).  Although
the Table of Contents renders properly and the next button appears on the last
slide of the first SCO, it is not actually clickable and doesn’t go
anywhere.  It’s supposed to continue on the SCO #2. 

I’m wondering if I need to put something different
on the last slide of the first SCO other than “go to the next slide”.
