My TOC settings in Adobe captivate 2017 is very limited and some options are not available

I cannot select certain settings for my TOC in Captivate 2017.  For instance I wan the TOC to be separate not Overlay when the use clicks on it.  I can't do this . 

I see the option but it isn't clickable.

 

Why is that?  I don't want the TOC to cover the content.

    Are you creating a responsive project? For those projects, due to the limitation of real estate on small phone screens, the TOC is always in Overlay. TOC has a minimum width of 250px, there are a lot of phone browser resolutions that are 320px, which would leave only 70ox for content.
