Navigation bar in Captivate4 dropped below window

When we converted our projects from Captivate2 to Captivate4, the navigation bar fell below the window pane.

Here is an example of a project that is still in Captivate2.

And here is a pic of a project that was converted to Captivate4.  Notice that the navigation bar falls below the blue bar at the bottom of the window.  We had to adjust the size of the view window so that you could see the navigation bar.

How do we get the navigation bar back up into the blue section on the bottom of the window?
