Navigation Buttons on Every Slide?

Two questions about navigation buttons:

I need three navigation buttons on every slide:  forward one slide, backward one slide and pause.

I'm old school --thinking like a PowerPoint user-- and want to put three buttons on every slide. One for each action.

However, reading forum postings I see that some people have buttons that are visible throughout the entire presentation.

Question 1: Where can I place the three navigation buttons I need (forward, backward and pause) so that I don't need to copy and paste these buttons on every slide.

AND...

Question 2: I would like the those buttons to be a small vector graphics image I created in illustrator. Which object to I use to allow my vector graphic be used as a button?

Question 2a: Would that vector graphics button size down if I change the rendering to tablet or mobile phone?

You need to use shape buttons (shapes with Use as button option checked): they can be put on Master slides, or on the first slide and timed for the rest of the project.  The Pause/Play button could certainly be put on the master slide. You'll need at least one button to pause the slide (Back or Next). If you add the pause on a shape button on the master slide, the pausing point will always be at the end of each slide. But a shape button on the master slide has no ID, which means that you cannot hide it with an (advanced) action on slides where you don't want that button. That is only possible with the scenario of having it on the first slide, timed for the rest of the project always on top. More info:

At this moment in CP9 you cannot fill a shape button with a SVG, which is the only vector format accepted by Captivate. Since you need a shape button, you'll have to convert the AI image to a bitmap image which has its consequences of course. But that is also the same for image buttons, where you can only use bitmap images. For responsive projects, you can edit the Object style for the shape button, defining a font size for each breakpoint view. The button itself can be set to resize, with the filling image.
