NeoSpeech install issue Captivate 8.0.0.145 download version

I am having problems installing the NeoSpeech text to speech (Captivate Voices 64 bit).

I have downloaded it successfully, but when we install it, it says we need a feature that was on the DVD or the download site. I downloaded Captivate from Adobe, and don't have a disc. I used the "Click here to download" and downloaded the Captivate 8 Voices_x64 file.

When I try running it, I get this pop up warning: "We've encountered the following issues. Installer failed to initialize. This could be due to a missing file. Please download Adobe Support Adviser to detect the problem." 

We get this from the link: The Adobe Support Adviser has been discontinued "The Adobe Support Adviser tool was used to analyze installer log and system information associated with installation errors. The tool has been replaced with improved installation support mechanisms. Please visit Adobe Support section for Knowledge base articles around Installation."

I have tried chat with Adobe 3 different days, and it says they are busy, Any ideas on what I need to get to make this work?

Bill,

Please follow these steps :

1) Make sure Adobe Captivate 8 is not running and you have closed the installation window

2) Go to this location : C:\Users\user_name\AppData\Local\Adobe

3) Rename "OOBE" folder to "1234"

4) Try to install NeoSpeech Voices again

What is size of the Captivate 8 Voice_x64 file ?

Are you installing Neo Speech Voices on a Windows or a MAC ?

Windows platform, the WinZip file is 1,762,291 kb.

Bill,

Please follow these steps :

1) Make sure Adobe Captivate 8 is not running and you have closed the installation window

2) Go to this location : C:\Users\user_name\AppData\Local\Adobe

3) Rename "OOBE" folder to "1234"

4) Try to install NeoSpeech Voices again
