New captivate TOC issue

Hello fellow Captivate users.

Im on the latest update 12.3 of the new captivate. However this issue was present on the previous version as well.

I have an issue with the TOC. Im not using playbar, my own buttons set up for navigation, one which toggles the TOC On/Off and the variable Project.LockTOC is set to true.

I can still move between the slides when clicking on the TOC. What i want is for the users to be able to toggle the TOC On/Off to see where they are on the course but i want to disable movement using the TOC. Is this a possible bug?

I tried everything, assign variable, using the interactions.

Run javascript window.cpAPIInterface.setVariableValue

Even though the project Project.LockTOC displays as true (i have put it on the slide as $$Project.LockTOC$$)  i can still move around the course using the TOC...

Any ideas?
