New windows not opening inside frame when set to do so

I am using Captivate 3.0 and trying to capture a Web-based program.

Although I have checked the setting to open a new window inside the frame, it appears that this is not happening as planned. A link to a new web page will open this window outside the red frame.

Any clues as to why this may happen?
