Not possible to create a new project Captivate 2019 release 5

I had been working with Captivate 2019 release 3. After a pair of months not using it I checked for updates and found that there was a release 5. I did the update but since then it hasn't been working properly. If I click to Create a new project (Blank project, VR project, From PPT or Responsive project) it doesn't create one. Not even from the menu File > New Project

When I open one of my previous projects it has happened a pair of times that after a while the programme closes suddenly with an error message (I don't have a screenshot).

I tried uninstalling it and reinstalling it again. I check the updates and says there is no update needed. The problem is still the same. Could anyone throw some light there? Any explanation can help.
FYI - My OS is Windows10.

Did you follow what was explained? Try to replace the Layouts folder with the original themes, by deleting or renaming it. Captivate needs to be closed, and when you restart a fresh Layouts folder will be created for you. This could solve the problem, if it is indeed the Theme which has been corrupted.

Did you reset Preferences after updating?  IF not, do that and reboot Captivate.

Thank you RodWard for your fast reply.
By reset do you mean to Clear Cache in Edit > Preferences?

No.  Reset Preferences involves executing the relevant Utility file in the Captivate install directory.

Once you have done this, reboot Captivate (or even the entire computer).
