.oam as background

I created a background animation in Animate CC which I want to use as a background for a Captivate project. The problem is the .oam file is always displaying on top of everything else, even though it's at the bottom in the timeline. I've also tried using it on a master slide with "Master Slide Objects On Top" unchecked and I'm having the same problem.

Do anyone know a way of getting Captivate objects to display on top of the .oam?
