Objective IDs

Can anyone point me at a good definition of what objective IDs do and how they are used?
As far as I understand they relate to objectives defined in an LMS. So presumably you might have a general objective defined in your LMS called say 'Accessibilty' with several objective ids distributed across different e-learning modules associated with the 'Accessibilty' objective. Each time a user completed an lesson on the LMS that contained one of these objectives he or she would be one step closer to achieving their 'Accessibilty' objective.
Am I on the right track to getting this?

    I haven't seen any documentation, but I think you're right on the money.

    The objective ID lets you "group" interactions in your LMS, and the interaction ID lets you uniquely identify each individual interaction.

    The values get passed to the LMS in the manifest file (at least for SCORM), but how those values are actually used is specific to the individual LMS.
