I had one question. If I purchase Adobe Captivate 2023 1-month license and finish the project within that 1 month, will my project expire after the license expires?

You cannot 'buy' a license anymore, Captivate only provides subscription licenses, but you have to subscribe for one year. Output published with licensed version will not expire, but you cannot open the raw file for editing anymore if your license expired.
