on question - number of attempts - 2: not consistently allowing 2nd attempt

End of course quiz: I'm not using the Retake quiz option but am allowing the student 2 attempts on the question. This way they don't have to go all the way back and retake all questions. They just get a 2nd attempt on the questions they miss. I've included a combination of multiple choice, multiple choice/multiple answers, sequence, and drag 'n drop. All of the question types let the student take the question 2 times - except multiple answer. Sometimes it gives 2 attempts and others not - there seems to be no consistency in when the 2nd attempt is allowed. All multiple answers are set up like this:

What can be done to get the multiple answer questions to consistently give 2 attempts? I'm running out of ideas - and time!
